Webinar recording: The Public Office (Accountability) Bill – An update

02 July 2026

Our experts provided an update on the Bill’s journey through Parliament, summarised the key provisions and shared their analysis of how the new legislation will affect public bodies and those who work for them, both as employees and contractors. The session explored the practical implications of the reforms, and the steps organisations should consider as they prepare for the new legal framework.

Steffan Groch and Simon Belfield from DWF were joined by guest speaker Matt Lewsey. Matt is an independent consultant and former Head of the UK Government’s central inquiries function, with more than 20 years of experience in the Civil Service. His experience includes serving as Secretary to the Grenfell Tower Inquiry, leading the design and establishment of the UK Covid-19 Inquiry, and acting as Secretary to the Hillsborough Independent Panel. He also established the Cabinet Office’s expert inquiries unit and authored the government’s internal inquiry handbook. Most recently, he led the development of the Public Office (Accountability) Bill, often referred to as the “Hillsborough Law” duty of candour.

During the session, our speakers:

  • Provided an update on the Bill’s progress through Parliament
  • Summarised its key provisions
  • Shared practical insights into how the legislation is likely to affect public bodies, as well as their employees and contractors
