Experience

Recognised as a 'rising star' (Legal 500), Bradley's public procurement experience involves advising on, and drafting, the full suite of procurement documents and procurement strategy/options. In addition, he handles any other matters which arise during processes and after contract completion (such as compliant contract modifications). As a natural extension, he also advises private sector companies bringing claims where procurement procedures are challenged; and, similarly, advises public sector clients with the defence of challenges.

Bradley enjoys being actively involved in a number of multi-million pound regeneration schemes across England and Wales. He provides support on the legal documentation and advises both the public and private sectors during project development. As part of this offering, he also advises on grant funding which developers may use for such projects (whether derived nationally or from Europe); in addition to the establishment and operation of joint ventures between the public and private sector (PPP).

Bradley has experience in advising local authorities on their statutory powers to trade and charge. This includes the establishment and operation of trading companies; and application (or otherwise) of the Teckal exemption. 

Bradley has a robust track record in successfully assisting clients to rebut financial corrections recommended and imposed by central government/European project auditors, where such clients have received European funding (eg. ERDF, ESF etc) and have been subject to project audits (PAV, PEV, Article 13, Article 16).
