The project, implemented by Dobra Energia dla Olsztyna Sp. z o.o. under the PPP formula, is one of the largest projects in the environmental sector within the municipal waste management component of the Infrastructure and Environment Programme 2014-2020, both in terms of investment value and strategic importance for the region. The project will ensure a stable heat supply for the residents of Olsztyn by using waste as an energy source, while implementing ecological and efficient energy solutions.
The investment completes the region's waste management system, enabling the efficient management of waste fractions that are not suitable for recycling or reuse. It also generates heat and electricity.
Key benefits from the operation of the Thermal Waste Conversion Facility include:
- The conversion of more than 100,000 tonnes of waste per year;
- Covering 35% of Olsztyn's heating needs with the heat generated;
- Reducing energy supply costs by selling the generated electricity to the grid;
- A reduction in methane and carbon dioxide emissions and the use of waste as an energy resource.
The project is based on several agreements, including the PPP Agreement, the EPC Agreement and other project agreements such as the Operation & Maintenance Agreement.
The DWF team's advice focused on strategic aspects of ongoing legal support on issues arising from the implementation of the project agreements, including civil law, litigation, construction, public-private partnerships and infrastructure, project finance, environmental law, energy, intellectual property protection, insurance, tax law and more.
