DWF in Poland advises on strategic CCGT investments

15 September 2025

DWF, the global provider of integrated legal and business services, has advised Energa Group | ORLEN Group on two major energy infrastructure projects: CCGT Grudziądz Unit II and CCGT Gdańsk.

DWF lawyers provided comprehensive legal support to both SPV companies, covering the design and execution of tender procedures, drafting of key project contracts (including EPC, LTSA, and Early Works Agreements), and negotiations with bidders and alignment with capacity market obligations.

These combined investments, representing multi-billion PLN commitments, will deliver more than 1 GW of new, flexible capacity to the Polish power system.

Both projects are designed to provide high efficiency, availability, and fast-start capability, thereby supporting the integration of renewable energy sources and strengthening overall system reliability..

Project highlights

CCGT Grudziądz – Unit II

  • Second combined-cycle gas turbine (CCGT) block at the Grudziądz site.
  • Net electric output: over 500 MW, complementing Unit I already under construction.
  • Backed by capacity market contract.
  • General contractor: Siemens Energy Global GMBH & Siemens Energy Sp. z o.o.

CCGT Gdańsk

  • Flagship CCGT development entering execution phase.

Workstreams were led and supervised by Maciej Antoniak (Partner, Head of Projects & Infrastructure), supported by the core project team: Michał Szumbarski (Counsel), Grzegorz Kołacz (Associate), and Bartosz Brzyski (Associate).

Additional support was provided by specialised teams:

Cybersecurity & Data Protection: Gerard Karp (Partner), Agnieszka Duda (Of Counsel), Paweł Dudojc (Counsel)

Project Finance: Tomasz Kaczmarek (Partner), Edyta Rękawek (Senior Associate)

Tax: Adrian Jonca (Partner), Konrad Suchojad (Senior Associate)

This integrated approach ensured that every dimension of the project implementation was managed to the highest standards of expertise.

These projects represent a significant step in Poland’s energy transition, supporting the shift from aging coal assets towards cleaner, gas-fired generation. The new capacity will strengthen the security of supply and contribute to regional growth, with multi-billion PLN investments expected to support jobs and local economies.

DWF is proud to have supported Energa Group in achieving this milestone for two of the country’s most strategically important power projects. Congratulations to all stakeholders involved. The focus now shifts to execution and commissioning.
