Rachael Coulsting

Rachael is an experienced planning lawyer having experience in all aspects of planning law with a particular interest in energy and utilities.

Experience

Rachael's experience covers all aspects of planning and highways law. She is regularly instructed on complex S.106 agreements and infrastructure agreements for a range of development types, including for strategic sites, and also has experience in advising on planning appeals, S.288 challenges and judicial reviews, certificates of lawful use and development, footpath diversion orders and stopping up orders. Rachael acts for residential and commercial developers (including social housing developers), local authorities, landowners and funders.

Rachael has developed a particular specialism in energy and utilities and has acted for household utility companies on renewable energy and infrastructure projects nationwide, including wastewater treatment facilities. Her experience within this field includes advising energy companies on the sale and acquisition of wind, solar and battery storage assets through undertaking planning due diligence and advising clients as to risk. Rachael also advises utility companies on the protection of their assets as part of the DCO process.

Rachael has also acted for developers and landowners in relation to biodiversity net gain, advising on habitat banking and securing BNG through S.106 agreements and conservation covenants.

Rachael is passionate about helping clients navigate through the ever-changing planning system to deliver positive results and make a difference to society and the environment. She relishes in advising clients on managing risk and adopts a pragmatic and commercial approach.
