Claudio is an international energy lawyer with proven experience in Latin American markets working for global European clients.

Experience

With over 20 years of experience in conventional power, renewables, LNG, transmission and energy transition. Claudio is highly experienced in complex transactional and energy regulatory matters as well as in commercial energy disputes, including acting as co-arbitration under ICC Rules and expert witness proceedings.

He has been involved in key solar, wind, geothermal, LNG and transmission projects in several Latin American countries from all phases of development including tender processes, project finance, development, construction, procurement, operation and decommissioning of several energy related infrastructure.

With strong connections in Italy, Portugal, France and Spain, he is an expert in International Business Law and cross-border transactions, having worked previously as local counsel for global European companies doing businesses in Latin American countries. He is the author (Third Edition) of the book "International Business Law" published by Porrua, the most prestigious law editor in Mexico. 

He is regarded as a commercially oriented lawyer with pragmatic solutions to his client's needs.

  • Advised Fisterra Energy on the Joint Development Agreement of a combined cycle facility in Mexico including the pipeline.
  • Advised Vitol in the legal conceptualization of rings of power distribution for industrial parks in Mexico.
  • Advised Engie in the project finance of a 100 MW photovoltaic facility in northern Mexico.
  • Advised Grenergy Renovables in the negotiation of several Power Purchase Agreements for the transactions of Energy and Capacity with different relevant Mexican Power Market Participants.
  • Advised Forestal Terranova in the legal and regulatory interpretation of Gid Code 2.0 in connection with an industrial plant located in Chihuahua, Mexico and the feasible future liabilities derived from a M&A.
  • Advisded  a relevant Mexican Qualified Power Supplier in the contractual administration and early termination claim of a Qualified Power Supply Agreement based on breach of contract.
  • Advised Magaldi Power in the contractual interpretation of certain situations from EPC contracts with the Mexican Federal Electricity Commission.
  • Advised Consorcio de Ingenieros in the legal and regulatory interpretation of basic power supply agreements entered with the Mexican Federal Electricity Commission and the legal support that electric connection infrastructure as needed for the connection of a Data Centre in Queretaro, shall remain under the property of such centre.

  • Represented Daimler in the instrumentation of aisle power supply project in Mexico.
  • Advised Dragados Offshore in the legal contract administration of two oil rig EPC agreements in Mexico.
  • Represented Fenix Generacion in the implementation of their hydro and qualified power supply businesses in Mexico.
  • Advised in the assessment of agreements for the purchase and sale of photovoltaic power generation assets between a Spanish company and a Greek consortium
  • Advised Eosol Energy in the sale of 90 percent of the shares representing its capital stock and its electricity generating subsidiaries in Mexico to an Australian fund
  • Represented Fisterra Energy  in the development of several projects in Mexico, including wind farms, combined-cycle, photovoltaic, power importation and power purchase, as well as in regulatory issues of the 2013 energy reform and long-term power auctions
  • Represented Fisterra Energy in the bidding process called for by the Mexican Federal Electricity Commission (CFE) for the construction of a 600 kilometer pipeline
  • Represented Banamex in the execution of due diligence for the biggest wind farm in Latin America developed by an Australian investment fund
  • Represented a Mexican consortium in the legal strategy and instrumentation of a PPP for the construction of a 100 MW waste-to-energy facility in the state of Hidalgo
  • Represented Marubeni in the development of several distributed generation projects in Mexico
  • Represented Braskem in all legal aspects regarding an addition to its ethylene facility in Mexico
  • Represented an American global power company in its joint development agreement (JDA) for the construction of a combined-cycle facility in Mexico
  • Represented Hyflux from Singapore in the financing, award and bid participation before several calls to bid regarding desalinization and water treatment plants in Mexico
  • Represented Gamesa Eolica in the instrumentation, drafting, negotiation and closing of commercial agreements, including the execution of due diligence, as needed for the acquisition of wind farms in Mexico of more than 500 megawatts (MW)
  • Advised Eosol Energy in the search, legal analysis and acquisition process of a qualified service provider (QSP) in accordance with the Electricity Industry Law
  • Represented Canadian Solar in the drafting and negotiation of long-term lease agreements as needed for the development of solar projects in Mexico
  • Advised in the merger of three companies belonging to Iberdrola Ingenieria in respect to its subsidiaries in Mexico
  • Represented Solarig in the execution of due diligence for several solar projects in Mexico and the closing of co-development agreements as needed to participate in the second long-term power auction
