The third phase of the unfreezing of the economy is approaching

Katarzyna Dębińska-Pietrzyk, Małgorzata Lesiak-Ćwikowska and Karol Stępniak, in the latest real estate alert, discuss issues related to the third phase of the unfreezing of the economy in Poland.

The government's phase three of the four phases of the unfreezing of the economy will take place on May 18th , i.e. next Monday.
 
The upcoming changes:

  • Opening of beauty salons;
  • Opening of hairdressing salons;
  • Opening of restaurants, bars and cafés;
  • Opening of food courts in shopping centres;
  • Increased numbers of passengers allowed on public transport;
  • Opening of sports halls;
  • Opening of open-air cinemas;
  • Classes starting in post-secondary schools.

It should be pointed out that in line with this unfreezing of the economy and the abolition of restrictions, there is still a significant risk of a further virus outbreak.
To avoid this, the government has put forward a number of sanitary requirements that must be enforced:
 
For beauty and hairdressing salons
Customers are not allowed to wait in waiting rooms - it is recommended to make appointments for particular hours.
The obligation to wear masks and other protective accessories is further mandatory if the type and nature of the service allows it.
 
Restaurants and catering
There is a limit of one person per 4 m2 and the distance between tables must be at least 2 m between tables. Staff are obliged to wear gloves, masks and other protective equipment, and each tables will have to be disinfected after each client.
 
Public transport
The passenger limit for public transport will be 50% of the seats or 30% of the total number of seats and the number of standing places. As for the second option, half of the seats must remain free.
 
Sports infrastructure facilities

The restrictions are as follows:

  • 12 people + coach (in facilities up to 300 m2),
  • 16 people + 2 coaches (in facilities from 301 to 800 m2),
  • 24 people + 2 coaches (in facilities from 801 to 1000 m2),
  • 32 people + 3 coaches (in facilities over 1000 m2).

In closed facilities it will not be possible to use cloakrooms. After each session the equipment should be disinfected.
 
It is worth mentioning that facilities such as swimming pools, fitness clubs and amusement parks will remain closed until the implementation of phase IV.
 
Open – Air Cinemas
Cinemas in closed facilities, as well, will remain closed.
Opening concerns the open-air cinemas and e.g. drive-in theaters.
